Built in 1928, the building features a three-story masonry structure with a basement; its southeast side is circular in shape, and the front façade boasts four Ionic stone columns rising through the second story. The interior includes a spiral wooden staircase, an open-plan circular hall, and European-style domed ceilings with decorative carvings; the corridors feature terrazzo flooring, and the ceilings soar to a height of over ten meters.

建于1928年三层砖石结构，地下一层，东南侧为圆形，正面有四根贯通二楼的爱奥尼亚式石柱，内部有旋转木楼梯、挑空环形大厅和欧式穹顶雕花，走廊为水磨石地面，天花板高10余米。
